Admission
ELIGIBILITY FOR ADMISSION
All candidates who have passed S.S.L.C/ T.H.S.L.C or any examination declared equivalent there to subject to the following declared equivalent there to subject to the following conditions can apply for admission to the Polytechnic College.
(a) The candidates should be a citizen of India.
(b) The candidates should be a native of Kerala State or those mentioned below.
For all Diploma courses in Engineering / Technology including Printing Technology (Other than Diploma in Commercial practice)
1. Minimum marks for Eligibility
S.S.L.C or equivalent examination with the following marks for the categories indicated below.
2. Merit
Not less than 50% for mathematics, Physics and Chemistry put together and not less than 40% separately for Mathematics and 40% for Physics and Chemistry put together.
3. Socially and Educationally Backward Communities :
(Only if the annual family income is less than Rs. 2,50,000/-)
Not less than 45% for Mathematic, Physics and Chemistry put together and not less than 40% separately for Mathematics and 40% for Physics and Chemistry put together.
4. Scheduled Caste and Scheduled Tribes:
There is no restriction on minimum marks for SC/ST candidates.
5. Those with ITI/T.H.S.L.C/Textile Certificate Qualifications:
Same conditions as for the Socially and Educationally Backward communities. Not less than 45% for Mathematics, Physics and Chemistry put together and not less than 40% separately for Mathematics and 40% for Physics and chemistry put together.
6. Orphans and other persons with disability (Locomotors disability, Hearing impaired and Blind or low vision) should posses the minimum qualifications prescribed as in the case of SC/ST candidates (Vide G.O.No 167/95/H.Edn. dated. 11.10.95)
7. For CBSE/ICSE candidates percentage of marks obtained in science is considered in place of Physics and Chemistry.
8. For T.H.S.L.C candidates while taking the percentage marks for Physics and Chemistry for the purpose of marks out of 50 for Physics and marks out of 50 for Chemistry is to be added to calculate the percentage.
For Diploma in Commercial Practice
1. Minimum marks for eligibility:-
S.S.L.C or equivalent examinations with the following marks for the categories indicated below.
2. Merit:-
Not less than 50% for English and Mathematics put together and not less than 40% each for English and Mathematics separately.
3. Socially and educationally Backward Communities:-
Not less than 45% for English and Mathematics put together and not less than 40% each for English and Mathematics separately.
4. Scheduled Caste and Scheduled Tribes:-
There is no restriction on minimum marks for SC/ST candidates.
5. Those with ITI/T.H.S.L.C Qualifications:-
Not less than 45% for English and Mathematics put together and not less than 40% each for English and Mathematics separately.
6. Persons with disability (Locomotors disability, Hearing impaired and Blind or low vision) should possess the minimum qualifications (marks) prescribed as in the case of SC/ST candidates (Vide G.O.No.167/95/H.Edn. dt.11.10.95).
The minimum marks for Socially and Educationally Backward Communities under item above are applicable only if income is less than Rs. 2,50,000/- vide detailed note (1) under Para 6.4.4
Those who have taken more than two chances for the qualifying examination (S.S.L.C or equivalent) are not eligible for admission. Appearance for "betterment" will not be considered as a separate chance for this purpose. In the case of candidates who have passed the qualifying examinations in the second chance, 5 (five) marks will be derated for determining their rank for effecting admission.
A few seats in various courses are reserved for special category specified in Para 6.5 in certain institutions. Candidates seeking admission to the above seats except for quota under Sports and NCC shall submit applications, separately to the Principal for Nodel Polytechnic Colleges of the concerned Districts.
The duration of the diploma courses will be three years with public examination at the end of each year. For MPEC courses the scheme of studies and examinations for the courses are conducted in accordance with the guidelines issued by the National Project Implementation Unit of the World Bank Assisted Technician Education Project. Examination is conducted under semester system, and there will be a Public Examination at the end of each semester.
Selection (except for seats reserved for VHSE candidates) for courses other than Commercial Practice will be made on the basis of marks scored by the candidates for Mathematics out of 100, Physics out of 50 and Chemistry out of 50 (taking clause (1.4) also into consideration). In the case of tie, marks in Mathematics will be considered. In the case of tie till further, total marks obtained in one sitting, marks for English, age will be counted.
Selection for Commercial Practice will be made on the basis of marks scored by the candidate for English out of 100 and Mathematics out of 00, taking clause (1.4) also into consideration. In the case of a tie, marks obtained in English will be taken into account. If there is further tie, total marks in one sitting, age etc will be counted.
Selection against the seats reserved for VHSE candidates will be made on the basis of percentage of total marks scored by eligible candidates in the VHSE examination which will be the index marks for the purpose of ranking (take clause 1.4 also into consideration ie. 5 marks will be deducted from index marks). In the case of a tie total marks for SSLC or equivalent examination, age etc., will be taken into account.
The marks declared by the candidate in the application form alone will be considered for selection.
A weightage of 5 marks, which will be added to the index mark for the purpose of ranking, will be provided to the candidates belonging to the districts of Kasaragod, Wayand, Idukki, Pathanamthitta and Malappuram for admission to the Polytechnic Colleges in their native districts.
APPLICATION FORM:-
Application form and prospectus can be had from the Principals of any Polytechnic Colleges in the state at a cost of Rs.100/- per copy if received in person, and Rs. 135/- per copy if it is to be sent by post. For Scheduled Cast/Scheduled Tribe candidates, it will be Rs.50/- and 85/- respectively. Money order or cheques will not be accepted. The forms, etc., will be sent by registered post if not taken in person. Crossed Indian Postal Order for Rs. 135/- or Rs 85/- as the case may be, for each form in favour of principal of the concerned Polytechnic College will be accepted by the Principals.
SUBMISSION OF APPLICATION
Application forms duly filled up should reach the principals of the Nodal Polytechnic college of the concerned Districts on or before 4 pm on last date
Application if sent by post should be by registered acknowledgment due. Applications received in the Nodal Polytechnic colleges of the concerned Districts either direct or by post after the specified last date will not be considered for admission under any circumstances. Applicants should write their address on the cards supplied and enclose them in the cover containing the application form. Cover containing the application form should be superscribed as "Application for admission to Diploma Courses 2004-2005."
Receipt of application forms will be acknowledged specifying the Application number. The application number should be mentioned in all correspondence concerning admission/selection. ANY WRONG INFORMATION GIVEN IN THE APPLICATION WILL DISQUALIFY THE CANDIDATE FOR ADMISSION. The authorities will not be responsible for any inconvenience caused due to wrong/incorrect/incomplete entry in the application form.
The following true copies (attested by the candidate) of the certificates should be attached with the application form.
1.(a) True copy of mark list of S.S.L.C/THSLC/ any other equivalent examination mark list.
(b) True copy of mark list of VHSE/ITI for those who claim reservation under this category.
2. True copy of community and income certificate for those who claim reservation under SEBC and true copy of Community Certificate in the case of SC/ST.
3. The following certificates in original should be presented to the Principal of the Polytechnic College at the time of admission. If any information given in the application is found to be false the candidate will forfeit his/her claim for admission.
(a) S.S.L.C/THSLC/VHSE/Equivalent Certificate in support of educational qualification, reservation and age.
(b) In the case of non-Keralite, a certificate in original from the Head of the Office, under whom his/her parent is working, specifying the place ad district in Kerala where the parent is employed in Central Government/Quasi-Government Organization.
(c) Community Certificate for Scheduled Caste and Scheduled Tribe candidates should be obtained from the Tahasildar concerned. Community Certificate for Socially and Educationally Backward classes (Caste and Communities as per GO (P) 208/66/Edn.dated 2.5.1966 with an aggregate family income up to Rs. 2,50,00/- per annum) issued by Revenue Officer not below the rank of Village officer will alone be accepted. In the case of socially and educationally backward classes, annual income should also be shown in the certificate.
(d) Nativity Certificate indicating the district to which the candidate belongs issued by a revenue officer not below the rank of a village officer.
Candidates who secure admission against the special category should produce the following original certificates before the Principal of the Polytechnic College at the time of admission.
1. Certificate from respective Embassy to show that the applicant was repatriate from Burma/Ceylon (for BR/CR).
2. Certificate from registered Orphanage (for OR).
3. Certificate of disability (minimum 40%) issued by Medical Boards constituted by the government of Kerala (for persons with disability- Locomotors disability, Hearing impaired and Blind or low vision).
4. Certificate from Army/ Navy/ Air Force/ Rajya Sainik Board or any other competent authority showing discharge from the service in the case of Ex-servicemen(XS).'
5. Certificate from Army/ Navy/ Air Force Authorities to show that the applicant is the dependent of the serving defence personnel (for SD).
6. Certificate from Army/ Navy/ Air Force Authorities to show that the parent/husband of the applicant was killed in action (for DK).
7. Other relevant certificate if the applicant claims eligibility under any special category, vide column 11 of instruction to candidates.
8. Candidates who have claimed eligibility for admission against the category of persons with disability (Locomotor disability, Hearing impaired and blind or low vision-PH) should produce before the Principal at the time of admission, a certificate from Medical Officer not below the rank of Assistant Surgeon to the effect that the candidate is fit enough to undergo the course in the Polytechnic College, having more than 40% disability.
The candidate will not be allotted to a branch to which he/she has not applied for in the application form under any circumstances.
After selection, change of branch to a branch of lower order of choice as shown in the application form will not be permitted. Applications, which are found improper or defective and received after the last date, will not be considered.
FEES WILL BE CHARGED AS FOLLOWS
For all diploma courses other than MPEC system
Admission fee : Rs. 120
( payable at the time of admission )
Tuition fee : Rs. 1200
( payable in 2 installments )
Special fee ( Revenue Portion ) : Rs. 360 per year.
Special fee ( PD Portion) : Rs. 350 per year.
Student amenities fee : Rs. 250 per year.
Courses under MPEC System
Admission fee : Rs. 120
( payable at the time of admission )
Special fee ( Revenue Portion ) : Rs. 350 per year.
Special fee ( PD Portion) : Rs. 400 per year.
Student amenities fee : Rs. 300 per year.
Caution deposit : Rs. 500
( payable at the time of admission )
Tuition fees : Rs. 30/-per credit for all compulsory courses taken in the same programme. For the Elective courses which are not compulsory, the tuition fee will be Rs. 40/- per credit. For the Elective courses taken in other programmes, tuition fee will be Rs. 50/- per credit.
All the students whose family annual income from all sources is less than Rs. 42,000/- will be eligible for appropriate educational concession.
Candidates who are Diploma holders or who have completed the course and become eligible for appearing for the examination for one diploma course, seeking admission to another branch will have to pay the tuition fees @ Rs. 12,000/- per annum. Also such candidates will not be given exemption from appearing any of the subjects either in the 1st year or in the subsequent years. ( Video GO(Rt) 1651/95/H.Edn dt TVM 6.12.95)
SELECTION OF CANDIDATES
Selection of the candidates to all seats in the Government Institution and 85% of the seats in the private Polytechnic college will be made by the selection Committee constituted in each district for the purpose by Government. 15% of the seats in the private Institution will be filled up by the management concerned from among the eligible applicants and selection list should be got approved by Deputy Director / Regional Joint Director in the respective region.
Those who apply under management quota for admission should submit the application to the concerned Principal of Polytechnic College. Application under Management quota will not be considered for selection under general quota. Such candidates if they wish to apply under general quota should submit separate application to the Principal of the Nodal Polytechnic College of the district concerned.
RESERVATION OF SEATS:-
The following reservation will be made in Polytechnic College.
THSLC holders : 10% seats in all branches except Diploma in Commercial Practice.
(a) ITI Certificate holders : 5% seats in all branches.
(b) VHSE Certificate holders : 2% seat in each branch, except for Diploma in commercial practice, subject to a minimum of one seat in each branch in all the Polytechnic College is reserved for the candidates who have passed VHSE examination in engineering branches with eligibility for higher studies, provided they have the minimum marks for Maths, Physics & Chemistry as specified in clause 1.1 through 1.1.8.
The VHSE courses considered for this purpose under the engineering branches are listed below.

3. Maintenance and Repairs of Automobiles
4. Maintenance and Repairs of Radio and Television
5. Maintenance and Repairs of Domestic Applicances

7. Refrigeration and Air conditioning
8. Electroplating
9. Printing Technology
10. Rubber Technology
11. Textile Dyeing and Printing
12. Textile Weaving]
13. Data processing and console Operation
14. Computer Science
15. Horology
16. Plastic Materials & Products
17. Fishing craft and Gear Technology
18. Maintenance and operation of Biomedical Equipments
19. Maintenance and Repair of Marine Engines
20. Computer Application
Persons with disability ( Locomotors disability, Hearing impaired and Blind or low vision ) but not unsuitable to undergo the courses 3% seats in all branches.
ALLOTMENT OF REMAINING SEATS
The remaining seats allotted to each institution will be filled up on the following basis of allocation.
65% of the seats will be filled up purely on merit on District-wise basis.
The remaining 35% of the seats will be reserved for the Socially and Educationally backward class ( vide GO(p) 208/66/Edn. dt 2.5.1996) and Scheduled Castes and Scheduled Tribes as given below;
(i) Ezhava/Thiyya - 9%
(ii) Muslims - 8%
(iii) Latin Catholics ( other than Anglo Indians ) - 2%
(iv) Other Backward Christians (SIUC) and converts to Christianity from Scheduled Castes only 1 %
(v) Other Backward Hindus - 5%
(vi) Scheduled Castes - 8%
(vii) Scheduled Tribes - 2%
Total 35%
Only the applicants who are members of families which have an aggregate income i.e., income of all members in the family from all sources taken together is less than Rs. 2,50,000/- ( Rupees Two lacks and fifty thousand only ) per annum and who belongs to castes and communities mentioned in the Annexure to GO(p) 208/66/Edn. dt 2.5.1996 will be considered as socially and educationally backward classes for the purpose of admission against reserved seats.
Applicants belonging to LC Community who claim eligibility under reservation quota under item (iii) above should produce a community certificate specifying that they belong to " LC other than Anglo Indian " at the time of admission.
The seats unavailed of by the Scheduled Caste candidates will go the Scheduled Tribes and vice versa. The seats unavailed by SC/ST candidates will be filled up from OEC candidates ( Vide GO9p 301/87/H.Edn.)
If any seats in the reservation quota is left unavailed of by the candidates belonging to the respective castes and communities such seat will go to open merit pool ( state merit ).
